James C. Whiteside

James Clifton Whiteside is Co-Founder and Principal of Balanced Housing Solutions and a former Regional Director with the U.S. Department of Housing and Urban Development. During his federal career, he led civil rights enforcement, compliance, and policy initiatives across a six-state region and held senior leadership positions at both the regional and national levels.

With nearly two decades of experience in federal housing programs, civil rights, litigation, and organizational leadership, James works with public agencies, housing providers, and community partners to translate complex requirements into practical policies, effective programs, and informed decision-making. His work focuses on education and training, organizational strategy, policy and program development, and implementation support.

James is an experienced trainer and advisor who brings a practical perspective to the intersection of housing policy, fair housing and civil rights, federal programs, and day-to-day operations. His work emphasizes clear decision-making, effective implementation, and helping organizations build systems that work in practice.
